Sheff Wed Confronts Serious Challenges, States Independent Regulator

'We will play a key role in football's future' - football oversight chief David Kogan

The Championship club's ongoing struggles constitute a "serious issue" and the new football authority is looking to gain the ability to look into club affairs in similar circumstances, the newly appointed chairman David Kogan has announced.

In a wide-ranging interview, the chairman, who was named to the position this week, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations representing the Championship side this week.

The team have been struggling on and off the field in this season, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Evidently Wednesday represents a serious issue for football authorities and a major challenge for the sport," Kogan told.

"The club represents one of the great brands for English football and in recent days we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases referred to us if they warrant scrutiny and addressed."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the current owner indicated in the summer he would be willing to sell up at their home ground, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the league officials in mid-year, stopping Wednesday from completing any player acquisitions for the next three transfer windows, although that restriction was lifted in late summer.

Regulator's Perspective

The regulator explained: "The job [of the regulator] is there for the Owls followers, Bury or any football club where fans are dedicated to a community organization that has represented their community in many cases.

"I completely understand the team's plight, as I do for all the clubs that in modern times have encountered failure, or been close to going to the wall, for causes separate from the fans themselves."

Inquired if the oversight body could require an chairman to relinquish a club if they are considered unfit, the chairman responded: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and know what's going on, we will."

But the regulator clarified that forcing owners to sell clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is begin intervening in an particular organization, an specific proprietor, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you examine the past of the game, over the last 20 or 30 years there have been particular chairmen, not many, but particular people who have shown negligence in the approach they have taken toward their organizations and finally decline to assume obligation for the future."

'Errors may undo substantial development'

Kogan met with officials from numerous teams to lay out the remit of the oversight body this week and maintained it represented a "forward-thinking discussion" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the world of football gets it wrong, the significant advances achieved might evaporate incredibly quickly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a major achievement - we've got to keep it going.

"Considerable investment coming into football and has been invested for the recent generations, because there are no assurances it will keep flowing into the sport, which is part of the rationale behind I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the achievement and development as an financial organization of the Premier League.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of the nation. But simultaneously, if you consult with top flight officials after today's meeting, they would have had a significant degree of comfort -and, in fact, they have been telling us in private they have a considerable comfort."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the Labour Party in 2020.

The official contributed funds to government minister the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any form of political activity."
